What if my neighbour agrees?

Written consent may avoid a formal Award, although a Schedule of Condition can still provide a useful record before work starts.

Who usually pays the surveyor fees?

For most domestic projects, the Building Owner carrying out the work pays the reasonable costs arising under the Act.
